UDB update
UDB Update
On 26 September 2024, the Union Database (UDB) team officially announced via their wiki page that the “Initial Stock Registration” (ISR) feature has been removed from the UDB. It has been confirmed that ISR is no longer available for any scopes in the UDB. There will be no need to register retrospective transactions from 1 January 2024, and all transactions related to raw materials will begin from the first gathering points starting 1 October 2024.
Despite this clear position, the European Commission (EC) has published a draft Delegated Act dated 10 October 2024, which outlines a scope extension for the UDB. This draft, which is still in the consultation stage, explicitly mentions ISR and describes its purpose and implementation process. However, it remains unclear from the draft for which specific scopes ISR might apply.
This discrepancy between the removal of ISR by the UDB team and its potential reintroduction as outlined in the EC’s draft Delegated Act creates confusion and requires clarification. Therefore, ISCC is taking action to address this situation with the EC UDB team and ensure clarity for all stakeholders.
