UDB Update

On Friday, 20 September 2024, ISCC, together with other Voluntary Schemes (VSs), participated in a joint meeting with the European Commission (EC) to discuss the upcoming deadlines and to address issues raised by the VSs. Please also see our communication of 10 September 2024, which we refer to for a better understanding.

Below is a summary of the key points covered during the meeting:

• Raw materials transactions: As previously communicated, the EC UDB team is aiming for the start of raw materials transactions for all Economic Operators (EOs) as of 1 October 2024. This will allow the necessary data to be available in the UDB, facilitating its progressive use by downstream operators.
  It is important to note that the 1 October deadline is a strong recommendation, not a legal deadline. We encourage all first gathering points (FGPs) and collecting points (CPs) to start uploading their sourcing contacts (i.e. non-certified points of origin) in the UDB. A template for bulk upload is available in the UDB.
• Initial stock registration – It has been confirmed that the requirement for initial stock registration as of 1 January 2024 is no longer valid. EC will not enforce the retrospective registration of transactions from 1 January 2024.  Downstream operators will receive transactions from upstream operators to allow for progressive and smooth use by all downstream operators. The EC UDB team will soon modify this feature to reflect the changes.
• Training – The EC UDB team will organise training sessions focusing on FGPs and CPs. More details on these sessions will be shared shortly.
• Gaseous supply chain – Any EO interested in participating in the pilot testing for the gaseous supply chain is invited to contact the UDB team directly via email: EC-UNION-DB[at]ec.europa.eu

Additionally, ISCC has completed the full integration between the ISCC HUB and UDB, transferring all certificates with valid data. The UDB team is currently processing these certificates, which is an ongoing activity. The current processing rate is approximately 400 certificates per day.

Please note that certificates without the required information cannot be onboarded in the UDB. We urge all ISCC EU system users to verify their certificate information in the ISCC HUB and request any necessary updates.
