ISCC EU RFNBOs Pre-Certification

RFNBOpre-certification

Demonstrate your project’s level of alignment with the requirements for producing renewable fuels of non-biological origin (RFNBOs) under RED III, Commission Delegated Regulations (EU) 2023/1184 and 2023/1185, and Commission Implementing Regulation (EU) 2022/996.

 

Qualified auditors perform these document-based pre-audits for projects at the pre-FEED stage or later to evaluate alignment with RED III and RFNBO regulations. The process follows standard ISCC procedures to assess management systems, traceability, GHG emissions, and renewable electricity sourcing.

The process results in two Certification Body-issued outputs

Pre-audit report

documented using the ISCC EU RFNBOs APs Template

Pre-certification report

 summarising the project’s readiness and plan to improve compliance ahead of a later certification audit

The pre-certification report is submitted to ISCC for approval. Pre-certification provides valuable feedback for EOs, investors, and other project stakeholders, offering a third-party assessment of certification readiness for RFNBO production under RED III. It does not result in a certificate or certification decision and cannot be used as a basis for sustainability claims.

Roles ofstakeholdersin pre-certification

ISCC

  • Defines the guidance outlining the scope and reasonable evidence required from Economic Operators seeking pre-certification.
  • Approves the pre-certification report and maintains confidential records.

Certification Body

  • Conducts pre-certification in line with ISCC guidance.
  • Issues the pre-audit and pre-certification reports.
  • Serves as the first point of contact for Economic Operators.

Optional consulting

  • Prepare and guide Economic Operators to undergo pre-certification.
  • Follow-up to help close identified gaps and position the project for a successful ISCC EU RFNBO official certification audit.
